You are seeing a new 13-year-old patient in the clinic with a known diagnosis of spina bifida for evaluation of their left hip. The patient is able to ambulate around his home with mild assistance. Radiographs demonstrate a left hip dislocation. On examination of his left lower extremity, the patient has full passive range of motion, can flex and adduct the hip and actively flex and extend the knee with full strength, but cannot actively extend or abduct his hip. What is the function level classification and what is the treatment?
