A 27-year-old female presents with posterolateral shoulder pain of 4 months duration. She states the pain is deep within the shoulder and causes her to feel weak with overhead movements. On examination, active range of motion is full. Strength is 5/5 in abduction, forward elevation and internal rotation. External rotation strength is 4/5 with the arm at the side. Jobe's and Hornblowers tests are negative and O'Brien's tests is equivocal. She has been going to physical therapy for about 6 weeks without appreciable benefit in strength or pain. MRI is obtained which demonstrates postero-superior labral tear, associated paralabral cyst and mild atrophy of the infraspinatus muscle. What is the next most appropriate step in management?
